Generative AI vs agentic AI in EHS: Why the distinction matters for data quality
I have spent more than 30 years working in EHS across pharmaceutical manufacturing, automotive and specialty chemicals. In that time I have seen a lot of technology promises made to safety professionals — and I have seen a lot of them fall short of what was on the brochure.
So when the conversation turns to AI in EHS, I understand the skepticism. Most of the EHS leaders I talk to have already encountered some form of AI in their organizations. Some have experimented with ChatGPT to draft procedures or summarize regulations. Others have had Copilot suggested to them by IT as a productivity tool. And most of them have arrived at a similar conclusion: it is interesting, but it is not built for what we actually do.
They are right. But they may be drawing that conclusion about the wrong type of AI.
There are two fundamentally different things being called AI right now and the distinction between them is not just technical. It has direct implications for the most persistent and costly problem in EHS digital management: data quality.
What most people mean when they say "AI"
When the average EHS professional thinks about AI today, they are thinking about generative AI. Tools like ChatGPT, Microsoft Copilot or Google Gemini are the most visible examples. These systems are extraordinarily capable at generating content — writing, summarizing, translating, explaining. You give them a prompt and they produce an output.
In EHS, generative AI has genuine utility. I have used it to accelerate the drafting of policies and procedures, to synthesize research and to help communicate complex regulatory requirements in plain language. For knowledge work it is a legitimate productivity multiplier.
But here is the critical limitation: generative AI is reactive. It waits to be asked. It has no awareness of what is happening in your organization right now. It does not know your specific procedures, your site conditions, your regulatory obligations or the history of events at your facilities unless you explicitly provide that context in a prompt. And it cannot take action in your systems. It can tell you what a good incident investigation looks like. It cannot be present when one is being conducted to make sure it actually happens that way.
For EHS data quality, reactive is not enough.
What agentic AI actually does differently
Agentic AI is a different category of technology entirely. Rather than responding to prompts, an agentic AI system acts. It monitors context, initiates actions, applies knowledge proactively and adapts its behavior based on what is happening in real time — all within boundaries defined by the organization.
Think of the difference this way. A generative AI is like having access to a brilliant consultant you can call any time. They will answer any question you ask, thoroughly and intelligently. But they are not on the plant floor at 6:30am when a maintenance technician is completing an incident report after a near-miss. They are not checking whether the root cause analysis is thorough enough or whether a regulatory threshold has just been crossed that triggers a notification obligation.
An agentic AI is present in that moment. It is embedded in the workflow, aware of the context and capable of doing something about what it observes.
Why this distinction matters for EHS data quality
In my work with EHS leaders across industries I hear the same frustration repeatedly: the data in their management systems does not reflect what is actually happening on the ground. Forms are being submitted but the quality of what is captured is inconsistent at best and misleading at worst.
This is not a technology problem in the conventional sense. It is a human one. The people completing most EHS forms — frontline workers, operators, maintenance technicians, contractors — are not EHS professionals. They do not know what a thorough incident description looks like. They do not know which fields will matter for the root cause analysis that follows. They do not know that the event they are describing may meet a regulatory reporting threshold. And there is rarely anyone available to guide them through it in the moment.
Generative AI cannot solve this. You cannot expect a frontline worker to stop, formulate a prompt and wait for a response in the middle of documenting an incident. The friction is too high and the context they would need to provide is too complex.
Agentic AI can solve this. Because it is embedded in the workflow rather than accessed through a separate interface, it can surface the right guidance at the right moment without requiring the user to ask for it. It already knows the organizational context — the applicable procedures, the site-specific risk profile, the regulatory framework and the history of similar events. It uses that knowledge to prompt for completeness, flag inconsistencies and ensure that what gets captured is actually useful — not just submitted.
The data quality implications are significant
When agentic AI is working at the point of data capture, three things happen simultaneously that form fatigue typically prevents.
Completeness improves because the system recognizes when critical information is missing and prompts for it in context rather than relying on mandatory fields that workers learn to satisfy minimally.
Consistency improves because the same taxonomy, severity framework and causal categorization is applied regardless of who is completing the form or where they are located. The data that reaches your analytics layer is normalized before it arrives.
Timeliness improves because the experience of completing a form becomes less burdensome. When the system is doing some of the cognitive work — pre-populating known fields, surfacing relevant context, reducing the expertise demand on the user — people complete reports closer to the point of the event rather than hours later at a desk.
These three improvements — completeness, consistency and timeliness — are exactly what EHS leaders need to make their analytics trustworthy and their AI-powered insights reliable. They are also exactly what generative AI, for all its capability, is not positioned to deliver.
A practical frame for EHS leaders
If you are evaluating AI technology for your EHS program, I would encourage you to ask a single clarifying question of any vendor: is this system acting on my behalf within my workflows, or is it responding to prompts I initiate?
The answer tells you which category of AI you are actually looking at — and whether it is designed to solve the data quality problem at its source or simply to make other tasks easier.
Generative AI has a role in EHS. I use it regularly and recommend it for the right applications. But the data quality crisis that is silently undermining most EHS digital investments is not a problem that a prompt-response tool can fix. It requires intelligence that is present in the workflow, aware of organizational context and capable of acting in the moment.
That is what agentic AI is built to do. And in EHS, where the quality of data determines the quality of every risk decision that follows, the distinction is not academic. It is operational.
